Disinformation in the Age of Artificial Intelligence—Launch of the DETECTOR Project

Can we trust digital media in the age of AI? How can investigators, courts, the media, insurance companies and other organisations relying on digital evidence determine its authenticity? DETECTOR has been established to support Europe in this regard.

Artificial intelligence has significantly changed the way content is created. Realistic images, deepfake videos and automatically generated voice recordings facilitate communication and foster the development of new services, yet they also make it more difficult to assess the authenticity of materials appearing in the digital space. This may pose a major threat to many sectors. To address this challenge, the European Union has funded the DETECTOR project, whose aim is to develop solutions enabling the reliable identification of content created or modified by artificial intelligence.

The rapid development of generative technologies means that online spaces are increasingly filled with content produced with the involvement of algorithms. Their high level of realism can lead to misunderstandings in everyday situations—for instance, when a synthetic voice is used to impersonate a bank employee. Equally problematic are realistic deepfake recordings, which may manipulate public opinion, disrupt democratic processes or hinder the analysis of materials used in research and investigative proceedings. The growing scale of synthetic media significantly complicates the work of specialists responsible for assessing the authenticity of digital materials, such as insurance companies or courts.

The European Union’s Response

To tackle this challenge effectively, advanced tools are needed to support the assessment of content authenticity, and the DETECTOR project—funded by the European Union under the Horizon Europe programme—directly addresses this need.

DETECTOR is carried out by an international consortium bringing together experts in artificial intelligence, digital media analysis, law and ethics. The project will develop tools for detecting manipulation across various types of content (including text, audio, graphics and video), as well as datasets supporting the development of new research methods and training resources for professionals working with digital materials. An important element of the project will also be the exchange of knowledge with policymakers and other key stakeholders at the European level.

The Role of PPHS

Among the project partners is the Polish Platform for Homeland Security (PPHS), responsible, among other things, for communication and dissemination activities, stakeholder mapping, co-creating training materials and analysing legal and ethical aspects. PPHS will also conduct evaluation activities, including assessing the alignment of the developed solutions with practitioners’ needs, testing the tools in real work processes and comparing them with existing technologies. The organisation is also cooperating with project partners on scientific coordination, impact planning, and risk and quality management.

DETECTOR is a response to the growing need to strengthen trust in digital content within a rapidly changing information environment. The project supports the safe and informed use of advanced technologies, increasing the resilience of the European digital space to manipulation and misuse based on synthetic media.
