From Security to Sovereignty: PPHS Deepens Engagement in the European Defence Landscape

As the boundaries between internal security and external defence continue to blur, the Polish Platform for Homeland Security (PPHS) is evolving. The organisation is leveraging its years of security expertise to become an important player in Europe’s dual-use and defence innovation ecosystem.

The European security landscape is undergoing a profound transformation. With the rise of hybrid threats, cyber-warfare, and the necessity for rapid technological adaptation, the traditional silos of "security" and "defence" are merging. For PPHS, this shift is not just a strategic choice—it is a natural evolution.

By building on a solid foundation of protecting citizens and infrastructure, PPHS is now actively strengthening its role in the European defence sector, specifically through its growing involvement in European Defence Fund (EDF) initiatives. Our presence at the EDF Info Days 2026 gives us the occasion to show how we do it.

From Security to Defence: Why PPHS was at EDF Info Days 2026

The recent EDF Info Days 2026 served as more than just a networking event; for us, it was a statement of intent. The organisation’s participation highlights a clear trajectory: the experience gained in internal security is the perfect springboard for defence-related innovation. As Rashel Talukder, Managing Director of PPHS, explains,

"The European Defence Fund creates real opportunities to develop and test solutions that strengthen both Europe’s defence and its broader security. In an environment shaped by hybrid threats—from sabotage to cyberattacks—and by the growing importance of dual-use technologies, the EDF plays a crucial role in connecting innovation with operational needs."

The Strategic Importance of the EDF Info Days

The 2026 Info Days provided a vital platform for potential applicants to digest the latest strategic updates and 2026 call information. For PPHS, the focus was on consortium-building and aligning technological capabilities with the European Commission's high-level defence priorities. It was an opportunity to move beyond theory and into the practicalities of proposal development for the next generation of European resilience.

PPHS does not enter this arena from a standing start. The organisation is already contributing to high-impact EDF projects that bridge the gap between cutting-edge research and operational reality:

  • LINGUARISE-DC: Focused on advanced language technologies, this project facilitates seamless communication and information-sharing in complex coalition missions. PPHS plays a key role in stakeholder engagement and evaluation.
  • SWARMER: Addressing the challenges of autonomous drone swarms in GNSS-denied or contested environments, PPHS supports the alignment of these technologies with rigorous operational and defence requirements.

Mapping the Future: New Frontiers in Defence

The discussions in Brussels have already begun to crystallise into a roadmap for future involvement. Youssef Bouali, Senior Project Manager at PPHS, noted that the event was instrumental in identifying several "promising areas" where PPHS's expertise in advanced analytics and complex project management can be best utilised.

"We have identified several promising areas for future EDF involvement," Bouali explains. "Including CBRN decontamination technologies, AI-supported modelling and simulation for military decision-making, and AI-based tactical situational awareness using swarms of small robots and drones."

These priorities are not random; they are a direct reflection of PPHS’s core strengths in AI-driven decision support and the management of multinational innovation projects.

The Polish Perspective and European Integration

PPHS’s move into defence is also deeply rooted in its geographical and institutional context. By joining the European Network of Defence-related Regions (ENDR) at the end of 2025, PPHS has embedded itself within a powerful continental ecosystem.

"For PPHS, being part of this community is both a privilege and a responsibility," adds Rashel Talukder. "As a Polish organisation based close to the realities of the war in Ukraine, we see clearly how important resilience, preparedness, and practical cooperation have become. Joining the ENDR is another important step in contributing to a stronger defence ecosystem."

This "Polish perspective" was further reinforced during the Info Days through close consultations with the Polish National Focal Point for the EDF, ensuring that PPHS’s trajectory remains aligned with both national strategic interests and broader European goals.
