Description

Public spaces constitute a key component of social life – these are places where people function on a daily basis. For this reason, reacting to threats in locations such as stations, stadiums, or city centres requires an increasingly efficient information flow and close cooperation between various services. Modern, dynamic urbanisation and the intensity of mass events create the need for enhanced supervision and coordination. Unfortunately, traditional systems often occur to be insufficient. There is a need for solutions which integrate different types of data in real time, create a more complete picture of the situation, and enable quick, coordinated actions.

The response to these needs is the SHIELD PCP project (SECURITY HARMONIZED INNOVATION FOR ENHANCED LAW ENFORCEMENT CAPABILITIES IN DYNAMIC CROWD PROTECTION THROUGH PRE-COMMERCIAL PROCUREMENT) – carried out in the years 2025-2028 under the Horizon Europe programme and coordinated by Corvers Procurement Services BV (the Netherlands). The project involves European law enforcement agencies, municipal authorities and technology providers to develop innovative tools aimed at enhancing the security of public spaces together. By using the  pre-commercial procurement (PCP) process, the project combines technology companies’ potential and practitioners’ expertise to create solutions which are adapted to real operational needs.

SHIELD PCP builds on the findings of the SHIELD4CROWD project, which identified the key needs and technological gaps related to the protection of public spaces. Thanks to the previous project, it was possible to develop common assumptions and directions of action, which SHIELD PCP is now translating into concrete solutions developed within the PCP process.

For companies providing technological solutions, participation in SHIELD PCP is an opportunity to co-create real systems which strengthen the security of public spaces, while for authorities and services the project means access to more competitive solutions which are better tailored to contemporary needs.

SHIELD PCP will lead to the creation of modern operational tools ready for further development and practical application. As a result, the EU Member States will gain improved capabilities for responding in dynamic and mass public spaces, which will ensure a higher level of security and more effective actions by the services.

PPHS's role:

PPHS acts as a key partner of the project, supporting both project management and its realisation. The organisation also takes part in ensuring the project’s compliance with legal, ethical and security requirements, whereas creating operational demands and state-of-the-art analyses. One of PPHS’s crucial roles in the SHIELD PCP project is its involvement in the PCP procurement processes.
The organisation also plays a pivotal role in communication and active cooperation with stakeholders. In this respect, it is responsible for information activities, building a network of end users, and strengthening the engagement of practitioners and public institutions. PPHS also co-develops training programmes designed to build the competences necessary for effectively implementing innovative solutions in the field of public space protection.

Goals

The aim of the activities undertaken by the network of practitioners established within the SHIELD PCP project is:

  • Developing innovative tools which increase the security of public spaces, particularly in crowded areas such as stadiums, stations, and urban environments.
  • Integrating data and improving situational awareness through innovative technologies.
  • Co-creating solutions with end users (law enforcement, municipal services, organisers, infrastructure operators) in response to real problems related to public spaces, and ensuring high-quality solutions to facilitate their future deployment.
  • Carrying out the full PCP process, including: designing concepts, creating and testing prototypes, implementing and evaluating systems in real-life conditions.
  • Testing solutions in operational environments.
  • Ensuring compliance with ethical, legal, security, and privacy requirements, including proper management of data, risk, and sensitive information.
