Cybersecure Mission (Scaling RAYUELA for EU-wide Cybercrime Prevention among Minors) is a European initiative aimed at addressing digital threats affecting children and young people. These include in particular:
- Cyberbullying – harassment, ridicule, intimidation or humiliation online;
- Cyberhate – publishing content expressing hatred, hostility or contempt;
- Online grooming – adults building relationships with children online for exploitative purposes;
- Phishing – fraudulently obtaining sensitive personal data and access credentials;
- IoT (Internet of Things) – threats associated with devices connected to home networks;
- Fake news – false information spread through the media;
- AI – emerging technological threats involving the use of artificial intelligence.
The Cybersecure Mission project is a direct continuation of two earlier initiatives:
- A research and development project under which the RAYUELA educational game was created, funded through the Horizon 2020 programme.
- An implementation campaign in Portugal led by the Portuguese Police (Missão Cibersegura 2024–2026).
In Portugal, the programme has achieved considerable success:
- 25,000+ children and young people reached;
- 600+ schools and education structures engaged;
- 3,500+ educators, law-enforcement and prevention professionals trained;
- awards received: the Europol Excellence Award in Innovation 2025 and taking second place in the European Crime Prevention Award (ECPA 2025);
- importantly, the RAYUELA game has also received very positive feedback from pupils and teachers.
The latest initiative further develops this proven solution and expands it to additional countries – initially Poland and Spain – enabling law enforcement authorities and educational institutions to carry out effective prevention activities.
PPHS's role
PPHS is responsible for the project’s communication and dissemination activities at European level, as well as for supporting its implementation in Poland:
- Promoting the solution across EU countries – developing the project’s visual identity, creating its website and carrying out communication activities to disseminate the project and its results.
- Implementation in Poland – introducing the RAYUELA game into education and prevention activities in Polish schools, in close cooperation with the Polish Police and the education sector.
- Implementation package – developing training materials, guides and tools enabling other organisations across Europe to use the project’s solutions free of charge.
The main objective of the Cybersecure Mission project is to transform a proven cybercrime prevention programme into a sustainable, repeatable and scalable tool available across Europe. This goal is based on four key pillars:
- Scaling up implementation
Continuing and expanding prevention activities in school environments in Portugal, Poland and Spain, while preparing the approach for adaptation in partner countries: Northern Ireland, Bosnia and Herzegovina, and the Netherlands. - Further development of the tool (RAYUELA V2)
Developing a new version of the game featuring, among other elements, new language versions, additional scenarios (covering, for example, the risks posed by artificial intelligence) and audio files, in order to make it accessible to a wider range of children. - Building sustainable capacity among law enforcement and educators
Providing police officers, teachers and prevention practitioners with practical guides and a cascading training model based on a train-the-trainer approach, enabling the programme to continue in schools after the end of EU funding. - Scientific data analysis and research-based prevention
Collecting and analysing fully anonymous data generated during gameplay. Research conducted by the Spanish Comillas Pontifical University (UPC) will help identify key risk factors and examine patterns of online behaviour.
