Building a common understanding of the effectiveness of counter-UAS solutions

The nature of modern warfare is rapidly evolving, marked by the increasing prevalence of hybrid threats that blend conventional, irregular, and cyber tactics. This shifting landscape demands that both individual nations and the European Union develop adaptive and resilient defence capabilities. Among the emerging domains of concern are unmanned aerial systems (UAS), commonly known as drones, which are being widely used for intelligence gathering, smuggling, disruption of critical infrastructure, and even targeted attacks.
European Union Agency for Cybersecurity (ENISA) pinpoints the misuse of drones as one of the most important challenges for 2030. The growing accessibility and sophistication of drone technology necessitate coordinated defence strategies at both national and EU levels, including regulatory frameworks, rapid detection and neutralisation systems, and cross-border operational cooperation. Without a focused and unified response, the threat landscape will continue to outpace existing security measures. The project COURAGEOUS2 aims to address this need.
COURAGEOUS2 project assists European Comission in implementing forward-thinking strategies to mitigate potential threats posed by drones through testing counter-drone system effectiveness, regulatory analysis, stakeholder engagement and integration of technology. The project promotes cooperation between policymakers, industry experts, and law enforcement to encourage innovation, enhance operational practices, and strengthen Europe’s capacity to effectively and precisely tackle the growing challenges posed by drones. Polish Platform for Homeland Security supports the project, helping to C-UAS community, executing test and evaluation of technology in scope, and communication, dissemination and exploitation activities.
