
Poland has assumed the rotating presidency of the Council of the European Union for the second time, steering the EU’s agenda from January 1 to June 30, 2025. The motto—‘Security, Europe!’— captures the presidency’s central focus on strengthening security, unity, and resilience across the bloc. Over the next six months, Poland’s leadership will emphasise the importance of a safe and stable Union, aligning closely with the core mission that the Polish Platform for Homeland Security (PPHS) has championed for two decades.
Every six months, one of the 27 EU Member States takes over the presidency of the Council, with representatives at both ministerial and expert levels setting agendas and chairing meetings across the Council’s various configurations. This role is not merely procedural; it grants the presiding nation significant influence in shaping discussions, negotiations, and collaborative efforts among all Member States.
Priorities of the Polish Presidency
Poland’s 2025 presidency arrives at a time of intensifying global challenges, including geopolitical tensions and the pressing need for energy transformation. In response, the country has defined its presidency under the motto ‘Security, Europe!’, emphasising core priorities such as:
- Defence capabilities
- Border protection
- Resilience to foreign interference and misinformation
- Ensuring security and freedom in economic activity
- Energy transformation
- Competitive and resilient agriculture
- Health security
By focusing on these pillars, Poland aims to safeguard not only citizens’ well-being but also the EU’s internal market and broader international standing.
PPHS in 2025
At PPHS, we fully support these objectives. The motto ‘Security, Europe!’ places resilience and protection firmly at the centre of EU leadership—an approach we have advocated for two decades (indeed, we are celebrating our 20th anniversary this year!). We’re delighted that the Polish Presidency will direct even greater attention to the security topics we tackle daily.
Over the last 12 months, PPHS has a revitalised focus on national topics, and the organisation is keen to play a supportive role to help positively contribute to the Polish Presidency. Since signing our renewed agreement with the Polish Police in October 2024, we feel a renewed sense of purpose to help deliver value across relevant activities.
When reviewing Poland’s list of security focus areas, it is clear that there are many parallels with PPHS’s current work and our planned activities for 2025. From delivering anti-corruption training and preventing and countering child sexual abuse and exploitation, to topics of digitalisation and strengthening civil security overall, our projects align closely with the government’s security-focused presidency.
We will be grateful to contribute to the myriad of upcoming events and meetings that pave the way for progress. Notably, we will support the Core Group Leader of ENLETS to facilitate the National Contact Point meeting in Warsaw on the 9th and 10th of April. This event brings together national representatives from across Europe to review the European Network of Law Enforcement Technology Services (ENLETS) progress in its various Technology Interest Groups—directly supporting the presidency’s goal of enhancing security capabilities to ensure the EU’s collective resilience.
PPHS will also co-organise an event in March—Cybercrime Technologies CP.3—at the Police Academy in Szczytno, Poland, addressing multiple priorities related to cybercrime. Although it is not an official presidency event, the issues and priorities that will be discussed dovetail with the presidency’s primary concerns.
Over the coming months, Poland will contend with a complex environment characterised by shifting geopolitical dynamics, evolving security threats, and the imperative of sustainable development. Yet the presidency also provides a vital platform to demonstrate unity and strategic resolve. By effectively coordinating the Council’s agenda, Poland can support the EU’s capacity to tackle current challenges and prepare for those on the horizon.
By bridging national expertise with EU-wide collaboration, initiatives such as those led by PPHS illustrate how Poland’s presidency can transform ‘Security, Europe!’ from a guiding motto into a tangible reality.
