On 28 October 2015, the Polish Platform for Homeland Security organized a meeting at the National Centre for Research and Development (NCRD) that focused on the problem of intellectual property rights to results of R&D works in the area of security and defense that were financed or co-financed by the NCRD.
During the meeting, projects were presented that constituted examples of an attempt to implement the results of R&D works by the researchers in cooperation with uniformed services. The current legal and organizational problems were discussed that often constitute a barrier to implementation of project results.
Moreover, a representative of the Ministry of National Defense discussed a concept of intellectual property rights management procedures that was developed by the Team established by the Minister of Defense in his decision of 16 March 2015.
The conclusions of the meeting included discussion of the directions that works on intellectual property rights management procedures related to results of security and defense research projects should take in order to take into account the needs of services and institutions responsible for internal security.
The meeting was attended by representatives of the Ministry of National Defense, the Ministry of Interior, the Ministry of Finance, the National Centre for Research and Development, the National Police Headquarters, the Internal Security Agency, the Central Anti-Corruption Bureau, and the Government Protection Bureau. On behalf of the PPHS, the meeting was moderated by Rashel Talukder, the Secretary of the Polish Platform for Homeland Security.
